Commercial Tree Preservation Order (TPO) Application and Advice Glasgow
Expert TPO Compliance Services for Glasgow Businesses
A Tree Preservation Order doesn’t block a development outright — it means any application affecting a protected tree needs a properly evidenced case before the council will grant consent, and that case rests entirely on the arboricultural survey behind it: tree condition, root protection area, amenity value, and how the proposed works measure up against BS5837 standards. Most of the TPO and conservation area work we’re asked to survey sits in Glasgow’s Victorian era streets and gardens — Pollokshields, Dowanhill, Hyndland and the other West End conservation areas, where mature trees were planted as part of the original tenement and villa layouts, plus the equivalent registers held by East Dunbartonshire and East Renfrewshire councils for sites just outside the city boundary.
Founder Callum Jackson is an NPTC Professional Tree Inspector (qualified 2023), so the survey work behind an application is carried out in-house rather than farmed out to a separate consultant, keeping the assessment and the submission under one point of contact. For the wider inspection and survey work that often sits alongside a planning application, see our arborist services page, or our tree services page for the physical works once consent is granted.
CNJ Tree Services was founded in 2019, and although Callum is the only NPTC Professional Tree Inspector on the team, the wider group carries the practical experience that keeps a survey grounded in what a tree is actually like to work on rather than a purely desk-based description. Ron Bowes-Taylor, Neill Tannahill and Ryan Spark all hold current climbing, rigging and machine-operation certifications, and any site works that follow a TPO consent are covered by the same £5 million public liability insurance and BS3998 standards as the survey itself. For the full range of what the team covers beyond planning applications, see the CNJ Tree Services home page.

Frequently Asked Questions
What Makes Commercial TPO Applications Different from Domestic Requests?
Commercial TPO applications require comprehensive professional documentation including detailed arboricultural impact assessments, environmental compliance verification, and complex justification supporting significant development proposals. Applications often involve Section 106 agreements and planning committee presentations. Domestic applications focus on simple tree work requests with basic justification letters. Commercial applications demand professional expertise managing complex stakeholder relationships and regulatory compliance affecting substantial business investments.
How Long Does Glasgow City Council Take to Determine TPO Applications?
Glasgow City Council aims to determine TPO applications within 8 weeks for straightforward cases, with complex commercial applications often requiring 12+ weeks. Applications requiring planning committee determination can take 16+ weeks depending on committee schedules. Our direct planning officer liaison often expedites determination through pre-application meetings and comprehensive initial submissions reducing query delays and information requests.
Can TPO Applications Be Refused and What Are My Appeal Options?
TPO applications can be refused if justification is inadequate or alternative solutions exist. Refusals can be appealed to Scottish Ministers within 28 days of decision notification, with appeals typically taking 12-16 weeks for determination. Professional appeal preparation significantly improves success rates through expert witness testimony and comprehensive legal documentation addressing refusal reasons systematically.
What Happens If I Work on Protected Trees Without TPO Consent?
Unauthorised work on TPO-protected trees constitutes criminal offences punishable by unlimited fines and potential imprisonment up to six months. Glasgow City Council actively prosecutes violations with recent cases resulting in £20,000+ penalties. Professional TPO applications prevent criminal liability whilst enabling legitimate tree work through proper legal channels and environmental compliance procedures.

What’s Included in a TPO Application Fee, and What’s Charged Separately
- Initial desk-based check of whether the tree in question already carries a TPO or sits within a conservation area, using the relevant council’s public register
- On-site BS5837 condition and amenity assessment carried out by an NPTC Professional Tree Inspector
- Root protection area calculation and mapping against the footprint of the proposed development or works
- Preparation of the application form and supporting arboricultural statement to the specific council’s submission requirements
- Submission through the council’s planning portal, plus one round of liaison with the assigned tree officer to answer follow-up questions
- A written summary of the decision and any conditions attached to consent, such as protective fencing before machinery moves on site or a monitoring visit during works
- A photographic record of the tree’s condition and its position relative to the works, kept on file in case the council or a neighbour queries the application later
Not Included / Costed Separately
- Emergency applications needing urgent, out-of-hours planning officer liaison – charged as an addition to the standard fee rather than built into it
- Appeal preparation and representation if an application is refused – quoted separately, since it involves expert witness work rather than the original assessment
- The physical tree work itself once consent is granted – felling, pruning or crown reduction is quoted and scheduled as its own job
- Section 106 legal agreement drafting, which sits with your solicitor – we supply the arboricultural evidence they need rather than drafting the legal agreement itself
- Wider planning application fees for the development as a whole, where the TPO consent is only one element of a larger submission handled by your planning consultant or architect
How a Glasgow TPO Application Moves from First Call to Council Decision
- Initial enquiry and register check: We confirm whether the tree already carries a TPO or sits within a conservation area on Glasgow City Council’s, East Dunbartonshire’s or East Renfrewshire’s register, and whether a formal application is actually needed. Where a site sits close to a boundary between council areas, we confirm the correct register before booking a visit.
- On-site BS5837 survey: Species, condition, health and amenity value are recorded on site, and stem diameter is measured to calculate the root protection area, with photographs taken at the same time as a record for the application file.
- RPA plan and application drafting: The root protection area is mapped against the proposed works or development footprint, and the application form and supporting statement are prepared in the format the specific council expects, noting any protective fencing likely to be needed once the root protection area is confirmed.
- Submission and tree officer liaison: The application goes in through the council’s planning portal, and any follow-up questions from the case officer are answered directly.
- Decision and conditions: Once a decision is issued, any conditions attached to consent are explained in plain terms, including what has to happen on site before, during and after works, and we flag anything that needs following up before work can start on site.
- Handover to site work: If consent is granted and physical tree work is needed, that’s scheduled as a separate job under the same BS3998 and BS5837 standards.
TPO Application Costs: Survey Fee, Council Fee and What Changes the Price
A standard single-tree TPO application in Glasgow starts from £195, covering the BS5837 survey, root protection area mapping and submission. Glasgow City Council and neighbouring authorities don’t currently charge a separate planning fee for TPO consent itself, unlike a full planning application, though your planning consultant may charge separately for the wider submission if the TPO forms only one part of it. The price rises for multiple trees or groups, for sites within a conservation area needing additional heritage justification, and for any urgent out-of-hours application. A full, fixed quote needs a short site visit to see the tree, work out how much survey and mapping the root protection area involves, and check the specific council’s submission requirements before a final figure is given.
For a group TPO covering several trees on one plot, or a woodland-level order, the survey takes longer because the root protection area and condition assessment have to be recorded for each tree the order covers individually, which is usually the biggest driver of price above the single-tree starting figure. A conservation area case without an individual TPO can sometimes only need the standard six-week notice rather than a full application, and working out which route applies is part of the initial check rather than an extra charge on top. Where an appeal against a refusal is needed, that’s quoted on its own once the refusal reasons are known, since the evidence an appeal needs is different from what went into the original submission.
In-House Arborist vs Using a Separate Planning Consultant
| CNJ Tree Services | General planning consultant | Self-submitted application | |
|---|---|---|---|
| Arboricultural survey (BS5837) | Carried out in-house by an NPTC Professional Tree Inspector | Usually subcontracted to a separate arborist, adding a second fee and extra lead time | Self-assessed, and often rejected by the council for insufficient evidence |
| Root protection area management on site | Backed by owned low-ground-pressure tracked plant, so what’s on the ground matches what was submitted | Advisory only – site protection and machinery arranged separately | Not addressed |
| Refusal or appeal support | Available in-house, quoted separately if needed | Available, usually at separate consultant day rates | Not available |
| Point of contact | One team from survey through to submission and follow-up queries | Coordination needed between consultant and subcontracted arborist | No professional point of contact with the council |
Why the Same Person Surveys the Tree and Signs the Application
Most TPO refusals in Glasgow come down to the evidence, not the tree itself: a condition assessment that doesn’t measure up to BS5837, an amenity value claim the case officer disagrees with, or a root protection area calculation that doesn’t match what’s actually on site. Because Callum Jackson holds the NPTC Professional Tree Inspector qualification himself, gained in 2023, the person who walks the site, measures the tree and writes the BS5837 assessment is the same person who fills in the application form and answers the tree officer’s follow-up questions. There’s no handoff between a subcontracted arborist and whoever submits the paperwork, and no version of events that changes between survey and submission.
Eighteen years of professional chainsaw work, and growing up in a forestry family before that, means the condition assessment behind an application is grounded in what a tree is actually like to fell, prune or leave alone, not just a desk-based description written to tick a box. Glasgow City Council, East Dunbartonshire and East Renfrewshire each keep their own TPO register and expect slightly different things from a supporting statement, and dealing with all three regularly means an application usually goes in the format each council wants the first time, rather than coming back with a request for more information. Every survey and submission carries the same £5 million public liability cover as the rest of our work, whether or not it ever leads to a job on site.
The wider team backs up that single point of contact rather than replacing it. Ron Bowes-Taylor, who came up through an NVQ Level 2 Forestry & Arboriculture apprenticeship and has worked in the industry for more than fifteen years, handles the climbing and rigging once consent is granted; Neill Tannahill keeps the 360 excavators, flail cutter and telehandler that a larger root protection area job might need running properly; and Ryan Spark takes on the large-diameter felling, over 380mm, that sometimes follows a TPO decision on a mature tree. None of that changes who wrote the original survey or who answers the tree officer’s follow-up questions, but it means the business that got the application through the council also has the plant and the people to carry out whatever the consent allows, without bringing in a second contractor partway through the job. The company also puts time into Modern Apprenticeships and local woodland regeneration work across Central Scotland, which feeds the same approach on a smaller scale: understanding what a tree officer is trying to protect starts with an interest in the tree stock beyond the single application in front of us.
TPO and Conservation Area Applications Across Glasgow’s Council Areas
Our base is Office 1, Technology House on Newton Place, in Glasgow’s Sandyford and Charing Cross area, and TPO application work runs across the 10 mile radius from there — most of it inside Glasgow City Council’s own planning area, plus East Dunbartonshire and East Renfrewshire where the city boundary sits close to residential streets on a TPO register. Glasgow’s conservation areas carry the highest concentration of protected trees we’re asked to survey: Pollokshields and the West End, including Dowanhill, Hyndland, Kelvinside and Hillhead, were laid out with street and garden trees as part of the original Victorian tenement and villa developments, and many of those trees are now large enough that root protection area calculations and crown condition are the two things a case officer checks hardest.
Outside the city, East Dunbartonshire’s register covers mature garden trees in Bearsden and Milngavie, and East Renfrewshire’s covers similar ground in Giffnock, Newton Mearns and Clarkston — different councils, different application forms, the same BS5837 evidence underneath. Commercial site clearance and estate management projects needing TPO advice are taken on further afield across Scotland; the fixed application fee applies to the standard 10 mile domestic radius.
The ground itself varies enough across that radius to matter for a TPO survey. Much of the inner city and the Clyde and Kelvin valleys sit on the clay-heavy soils typical of the Clyde basin, which affects both root spread and how a root protection area is drawn on the plan; sites nearer the edge of the radius, around the Cathkin Braes to the south or the Kilpatrick Hills and the southern edge of the Campsies to the north, are more exposed to wind, and that shows up in the condition assessment as a factor in its own right, separate from the case for or against the works applied for. Access matters too on a site visit: properties along the M8 corridor through Charing Cross, the A82 Great Western Road or the M77 Southside corridor are usually straightforward, while sites further out near the Erskine Bridge need a bit more notice to schedule around.
Don’t Let a Protected Tree Hold Up Your Development Timeline
A TPO application runs on its own clock once it’s submitted, and the survey has to happen before that clock even starts. Get in touch early in your project and the same NPTC-qualified inspector who surveys the tree can have the application drafted and submitted without waiting on a separate consultant’s diary, so the decision process starts sooner rather than later and doesn’t become the thing holding up the rest of the job. Full contact details, along with the rest of what the team covers day to day, are on www.cnjtreeservices.co.uk, and a short call is usually enough to work out whether a full survey is needed or just a conservation area notice.
